BACKGROUND: 

The State of Nevada, Department of Business and Industry, Nevada Housing Division (NBD) is the administering agency for the Low-Income Housing Trust Fund (Trust Fund) established in 1989 to fund low-income housing activities. Clark County Social Service (CCSS) has received funding for the Welfare Set-Aside Program (WSAP) since 1994. One of the Trust Fund's major project areas is for welfare activities. WSAP provides housing related assistance to eligible individuals whose income is at or below the federally designated poverty level.

On March 16, 2023, CCSS received notification of the 2024 WSAP allocation of $867,133 for fiscal year 2024/2025. Confirmation of acceptance of funding was due on March 31, 2023. Due to the short turnaround time, this was submitted prior to receiving Board approval.

The next step in the funding process is to submit an application. This agenda item is also requesting approval to submit the application. The timeline for application submission has not been announced yet.

WSAP funding will allow CCSS to disperse funds to eligible households under the WSAP criteria.
