BACKGROUND:
The Flamingo Water Resource Center (FWRC) Expansion Master Plan, Project No. 18003, identified the need for the FWRC to increase treatment capacity from 116 Million Gallons per Day (MGD) of wastewater to 150 MGD as the demands of the service area for unincorporated Clark County, Nevada increase. To meet the 150 MGD capacity, additional secondary treatment facilities are required.
On March 31, 2020, the District advertised a Request for Proposals from contractors to serve as Construction Manager at Risk (CMAR) for Project No. 19007, “FWRC Secondary Treatment Aeration Basins and Clarifiers (150 MGD Expansion)”. On May 14, 2020, Sletten Construction of Nevada, Inc. (Sletten) along with four other contractors submitted proposals. The proposals were evaluated and ranked. All five respondents were invited to interview on June 17, 2020, and were required to submit a firm price for preconstruction services and a percentage price of the cost of work to serve as the contractor’s profit. Once again, all five contractors were evaluated and ranked. Sletten ranked the highest.
On September 1, 2020, the Board of Trustees approved and authorized the General Manager to sign a contract with Sletten to provide preconstruction services as the Construction Manager at Risk for Project No. 19007, “FWRC Secondary Treatment Aeration Basins and Clarifiers (150 MGD Expansion)”. This project will provide additional secondary treatment capacity at the FWRC and will be one of the key projects required to achieve the necessary treatment capacity to meet future demand projections. The proposed Secondary Treatment facilities will consist of three aeration basins, a blower facility, three 140-foot diameter secondary clarifiers, a return activated sludge/waste activated sludge pumping station, an electrical building, and all necessary appurtenances.
The design work is complete. Staff has negotiated a contract with Sletten to construct the project and Guaranteed Maximum Price (GMP) of $233,633,668. Staff secured the services of an independent cost estimating firm to ensure the negotiated cost of the work is fair and reasonable.
Staff recommends the Board approve and authorize the General Manager to sign a contract with Sletten. Sletten, a Nevada Business Enterprise, currently holds a Clark County business license.
