BACKGROUND: 

In 2009, the Board of County Commissioners created Clark County's Office of Sustainability.  In 2019, the Board directed the County to join the Climate Reality's County Climate Coalition, committing to uphold the United Nations Paris Agreement.  To meet this commitment and frame the larger task of addressing climate change and reducing carbon emissions, the Department of Environment and Sustainability created "All-in Clark County," the County's initiative to address climate change and create a more sustainable future for all.  The Department developed a Community-wide Sustainability and Climate Action Plan, adopted by the Board in April 2023, conducted a community-wide Greenhouse Gas (GHG) Emissions Inventory, and developed a regional Climate Vulnerability Assessment.

The purpose of the Interlocal Agreement is to facilitate a regional approach to climate planning and to provide implementation support to conduct actions recommended in the Community All-In Sustainability and Climate Action Plan and other relevant, regional plans. The primary goals are to foster convening and capacity building, deliver regional public education and outreach, take action on climate solutions, and, as appropriate, share funding and resources.

The Interlocal Agreement formally demonstrates the participating entities' intent to work collaboratively to further the actions recommended in the All-In Community Sustainability and Climate Action Plan and other existing and potentially subsequent plans developed through programs.
