The original contract was funded at $1,650,000. On May 5, 2020, an increase of $550,000 was added, which resulted in the contract being funded at $2,200,000 with an estimated annual contract amount of $314,286. A new estimated annual contract amount of $337,500 will be allocated and spent on approved budgets. |
BACKGROUND:
On June 7, 2016, the Board approved the District to utilize the State of Idaho/National Association of State Procurement Officials (NASPO) ValuePoint Master Agreement No. A16000234, via joinder, for the purchase of laboratory equipment and supplies. This includes, but is not limited to, chromatography supplies, glassware products, small instruments and equipment, reagents and standards, filters, and microbial media.
On May 5, 2020, the Board approved additional funding to the original contract amount due to the increased need for instruments, equipment, and supplies by the District laboratory and treatment facilities, unpredictable market conditions, and higher freight costs.
On August 21, 2023, the State of Idaho/NASPO ValuePoint issued Amendment No. 5, which extended Master Agreement No. A16000234 through February 28, 2024, to facilitate negotiation and award of a new contract. To maintain and support the District's daily laboratory operations, staff is requesting authorization to continue utilizing the State of Idaho/NASPO ValuePoint contract through the expiration of the extended term and any renewal period that may be negotiated by the State of Idaho/NASPO ValuePoint.
Staff recommends that the Board authorize the General Manager to continue utilizing the extended State of Idaho/NASPO ValuePoint Master Agreement No. A16000234 with VWR International, LLC, for the purchase of laboratory equipment and supplies through the expiration of the extended term and any renewal period that may be negotiated by the State of Idaho/NASPO ValuePoint. Staff will submit an annual report to the Board detailing incurred expenditures.
In accordance with NRS 332.195.1(b) allows public agencies to use the contracts of the State of Nevada or another state with the authorization of the contracting vendor. VWR International, LLC (LBE) has authorized the District to use this contract in order to take advantage of the competitive pricing offered to public agencies. Clark County Business license has determined that a business license or a business registration is not required because the items are being drop shipped.
