BACKGROUND:
Assembly Bill 81, enacted by the 2019 Nevada Legislature and signed by the Governor, creates the Board on Indigent Defense Services. Two members of the Board will be appointed by the Governor from nominees selected by and presented to him by the Clark County Board of County Commissioners. The Board on Indigent Defense Services is to be appointed as soon after July 1, 2019, as practicable. The initial appointments to this Board will have staggered terms and thereafter will be for 3 years. Drew Christensen's resignation resulted in a board vacancy. It is recommended that Susan Bush serve the remainder of a term expiring on August 31, 2025. Assembly Bill 81 provides that each person appointed to the Board of Indigent Defense Services must have: Experience in providing legal representation to indigent persons who are charged with public offenses or to children who are alleged to be delinquent or in need of supervision; A demonstrated commitment to providing effective legal representation to such indigent persons; or Expertise or experience, as determined by the appointing authority, which qualifies the person to contribute to the purpose of the Board or to carrying out any of its functions. It is recommended that the Board of the County Commissioners present to the Governor the following individual:Susan Bush, Director of the Office of Appointed Counsel.Staff is directed to notify the Governor of the persons selected as nominees for the Board of Indigent Defense Services.
