BACKGROUND: 

On December 20, 2016, the Board adopted the District Service Rules, codifying the various customer and regulatory resolutions dating back to 1956. The Service Rules provide a single document for customers to find the rules, rates, and charges for connecting to the publicly owned sewer system. Codifying the resolutions into a single document has benefitted both customers and staff by presenting the Service Rules in a contemporary language and in an organized format.

The proposed amendments to the Service Rules seek to align with the CAC’s recommendations for raising the annual sewer service charge to counter the effects of rising costs to operations and capital improvement projects.  The changes to rates and charges reflect a balanced debt-and-rate approach to allow the District to limit any necessary increase to the annual sewer service rates. Additional key changes being proposed are administrative in nature and include updates and clarifying language regarding the account charge, a cost index, a General Manager’s designee, unauthorized use of capacity, and septage and chemical toilet waste disposal. 

The proposed resolution was introduced to the Board on March 5, 2024, and a public hearing set for April 16, 2024, at 10:00 a.m. A Business Impact Statement on the proposed resolution was accepted by the Board on April 2, 2024.

Notice of the public hearing was posted on the District website and placed in the Las Vegas Review Journal on March 17, March 24, March 31, April 7, and April 14, 2024. The proposed Resolution and Service Rules were also posted on the District website. 

If approved and adopted, Resolution 24-001 codifies these amendments to the District Service Rules effective on July 1, 2024.
