BACKGROUND: 

The Laughlin-Bullhead City Bridge project is a cooperative effort between Clark County and Bullhead City, Arizona to construct a new bridge across the Colorado River to connect Needles Highway in Laughlin, Nevada to Bullhead Parkway in Bullhead City, Arizona. The Nevada Department of Transportation (NDOT) acts as an agent to accept Federal SAFETEA-LU High Priority funding from the Federal Highway Administration on behalf of the County for this project (No. PW.B840221), with the County being required to pay a five percent (5%) match. On November 19, 2019, the Board of County Commissioners approved Cooperative (Local Public Agency) Agreement No. PR-567-18-063 that formalized this requirement and identified the responsibilities of both the County and NDOT. NDOT approved the cooperative agreement on January 8, 2020.

On September 15, 2020, the Board of County Commissioners approved Amendment No. 1 to Cooperative Agreement No. PR567-18-063 to reduce the total project cost due to a reduction of the final cost estimate and extend the term of the agreement from September 30, 2022 to June 30, 2024 to provide for construction of the project.

Amendment No. 2 to Cooperative Agreement No. PR 567-18-063 extends the term of the agreement from June 30, 2024 to June 30, 2026 to allow additional time for the County to complete construction and closeout of the project.

The District Attorney's Office has reviewed and approved the amended cooperative agreement as to form.
