BACKGROUND: 

The District Laboratory utilizes equipment and supplies, which includes, but is not limited to, chromatography supplies, glassware, small instruments, reagents, filters, and microbial media to perform daily analytical testing necessary to meet regulatory guidelines. To ensure uninterrupted laboratory operations and maintain critical processes, the District must have a readily available source of equipment and supplies.

On December 1, 2023, the State of Idaho, as the lead agency in conjunction with NASPO ValuePoint, awarded Contract No. MA2024005 to VWR International, LLC for Laboratory Equipment and Supplies. On February 23, 2024, the State of Nevada signed Participating Addenda (PA) with VWR (Participating State Contract No. 99SWC- NV24-20892), which authorizes all local governmental entities within the State of Nevada to use the State of ID/NASPO ValuePoint contract. Using this contract will fulfill the District’s requirement for laboratory equipment and supplies, leveraging negotiated volume discounts to achieve cost savings.

Staff recommends that the Board approve and authorize the General Manager to utilize the competitively awarded State of ID/NASPO ValuePoint Contract No. MA2024005 with VWR International, LLC, for the purchase of laboratory equipment and supplies. Staff will submit an annual report to the Board detailing incurred expenditures.

The following are the pertinent provisions of the contract:
• The initial term of the contract is from the date of award through February 28, 2029, with an option to renew for three (3) additional one-year periods and/or as extended by lead agency, with a price increase not to exceed 10% for each year of the contract term.

• The contract includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

NRS 332.195.1(b) allows a governing body or its authorized representative to use contracts awarded pursuant to a solicitation by the State of Nevada or another state with the authorization of the contracting vendor. VWR International, LLC has authorized the District to use this contract in order to take advantage of the competitive pricing offered to public agencies. Clark County Business License has determined that a business license or business registration is not required.
