BACKGROUND: 

The District has an ongoing need for temporary staff to fill various general non-management office staffing positions, for special projects or whenever short-term staffing is required on short-notice. All hired temporary staff will work under the supervision of designated District personnel. A temporary staffing service provides the District with the greatest flexibility to successfully fill temporary positions.

On February 10, 2023, the University of Nevada Las Vegas (UNLV) awarded RFP No. 799-KO to Manpower Incorporated of Southern Nevada, Marathon Staffing Group, Inc., Link Tech, LLC dba Link Technologies, and My Next Career Path Staffing, LLC. The ability to utilize the UNLV contract will satisfy the District's need to procure temporary staffing services. The temporary staffing requirement is on an as needed basis, therefore, there will be no fixed number of hours or funds guaranteed to the temporary staffing firms.

Staff recommends that the Board approve and authorize the General Manager to utilize the UNLV contract awarded to Manpower Incorporated of Southern Nevada, Marathon Staffing Group, Inc., Link Tech, LLC dba Link Technologies, and My Next Career Path Staffing, LLC, for procurement of temporary staffing services. Staff will submit an annual report to the Board detailing incurred expenditures.

The following are pertinent provisions of the contract:
• The term of the contract is from the date of award through February 9, 2025, with an option to renew for three (3) one-year periods, and a service increase not to exceed 25% for each year of the contract term;
• The contract includes the District's option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.195(1)(a), a governing body or its authorized representative may enter into a contract pursuant to the solicitation by a governmental entity located within or outside this State with the authorization of the contracting vendor. Manpower Incorporated of Southern Nevada, Marathon Staffing Group, Inc., Link Tech, LLC dba Link Technologies, and My Next Career Path Staffing, LLC, have authorized the District to use this contract. Manpower Incorporated of Southern Nevada (WBE), Marathon Staffing Group, Inc, (LBE), Link Tech, LLC dba Link Technologies, (WBE/SBE), and My Next Career Path Staffing, LLC, (MBE/SBE) currently hold a Clark County business license.
