BACKGROUND: 

The District uses Supervisory Control and Data Acquisition systems (SCADA), and Industrial Control Systems (ICS) to monitor and manage its treatment facilities, lift stations, and odor control sites throughout Clark County. These systems require a specialized skill set to update, maintain, modify, troubleshoot, and expand its interface. The use of these systems provides treatment process control automation, thereby increasing staff effectiveness through consistent process management without the need for continuous user intervention.

Staff seeks the services of an engineering firm to assist the District with migrating existing systems to a newer, more modern version of the SCADA system’s Human Machine Interface (HMI). This will enable staff to have improved visualization and control over wastewater treatment, recycling, and transport processes, while also enhancing mobile operations through the new HMI application. Additionally, services that involve the integration of “new construction” industrial control systems into the existing SCADA system will also be required.

On May 7, 2020, the City of Las Vegas and its Authorized Body awarded Contract No. 200097-DD to Wunderlich-Malec Engineering, Inc. for Environmental Division SCADA Integration Services. The ability to utilize the City of Las Vegas Contract will satisfy the District's need to procure SCADA System Update, Design, Integration, Programming, Support and Supply Services.

Staff recommends that the Board authorize the General Manager to utilize the City of Las Vegas Contract No. 200097-DD for Environmental Division SCADA Integration Services and issue purchase orders to Wunderlich-Malec Engineering, Inc., for the purchase of SCADA System Update, Design, Integration, Programming, Support and Supply Services.

The following are pertinent provisions of the contract:
                     The term of the contract is from May 7, 2024 through June 30, 2025, or as extended by the lead agency;
                     The contract includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.195.1(a), a governing body or its authorized representative may enter into a contract pursuant to a solicitation by a governmental entity located within or outside this State with the authorization of the contracting vendor. Wunderlich-Malec Engineering, Inc. has provided this authorization and it currently holds a Clark County business license.
