Upgrade to Door Controllers for the Card Access System

BACKGROUND: 

This Competitive Bidding Exception is for the purchase, installation, and implementation of improvements to the
Card Access System (CAS) with Johnson Controls, Inc. (Company), the current provider of CAS maintenance for the Clark County Department of Aviation. The CAS is a critical aspect of the Airport Security Plan at Harry Reid International Airport. The system includes over 2,700 access points.

The project entails removing and replacing door controllers and their associated input/output modules, reconfiguring controller clusters to match new hardware layouts, and reprogramming the C-CURE system to accommodate a new controller type. Upon completion of these upgrades, Company will conduct extensive commissioning of the devices to verify their optimal functionality and bolstered security measures.

The term of the project is from date of award through installation and implementation.

The recommendation of award is in accordance with NRS 332.115.1(c), the additions to and repairs and maintenance of equipment may be more efficiently added to, repaired or maintained by a certain person; (d) the equipment which, by reason of the training of the personnel or of an inventory of replacement parts maintained by the local government is compatible with existing equipment; (i) the maintenance and support for: (1) hardware and associated peripheral equipment and devices for computers, and (2) software for computers; and (j) the equipment contains hardware or software for computers; and is therefore exempt from competitive bidding requirements.

Company currently holds a Clark County Business License.
