BACKGROUND:
The Clark County Water Reclamation District (“District”) is a General Improvement District organized under NRS Chapter 318 (“GID”) for the purposes of providing wastewater collection and treatment to the residents of, and visitors to, unincorporated Clark County. Over the years, the District has diverted treated effluent (reclaimed water) to The Club at Sunrise, a golf course owned by Clark County (“Golf Club”), through infrastructure (“Golf Club Infrastructure”) serving only the Golf Club. The Golf Club Infrastructure has exceeded its useful life and necessary improvements are cost prohibitive. The City of Las Vegas has robust reclaimed water distribution infrastructure within the immediate area of the Golf Club. This interlocal agreement allows for the District to decommission the Golf Club Infrastructure, avoid significant improvement costs, and allow the City of Las Vegas to assume responsibility for delivering reclaimed water to the Golf Course moving forward. The District has secured grant funding to cover the costs of connecting the City of Las Vegas infrastructure to the Golf Club and decommissioning some of the Golf Club Infrastructure.
In accordance with NRS 277.180, the parties are authorized to enter into Interlocal Agreements to perform governmental functions and activities.
Staff recommends that the Board of Trustees, also sitting as the Clark County Board of Commissioners, approve and authorize the respective Chairs to enter into the interlocal agreement.
