BACKGROUND:
At the October 2, 2019, County Commission meeting, the County Commission created the 1 October Memorial Committee (Committee). The Committee was tasked with developing ideas and recommendations from the victims' families, survivors, and other community members for the creation and implementation of the 1 October Memorial.
From the time of formation through Summer of 2023, the Committee worked diligently through the process and ultimately voted to select a winning design concept to recommend to the County Commission. At the September 5, 2023, County Commission meeting, the Commissioners selected JCJ Architecture, PC as the primary design concept for the 1 October Memorial. Additionally, at the September 5, 2023 County Commission meeting, the Committee was dissolved.
At the April 2, 2024, County Commission meeting, the County Commission designated the Vegas Strong Fund as the non-profit corporation responsible for fundraising, designing, and constructing the 1 October Memorial. In addition, the County Commission approved the transfer of 1 October Memorial the donations collected by the Clark County Parks and Recreation Department to the Vegas Strong Fund.
Staff recommends that the County Commission approve and authorize the allocation of $1,000,000 in Clark County Outside Agency Grant (OAG) Funds to the Vegas Strong Fund to assist with administrative and design services relating to the 1 October Memorial.
