BACKGROUND: 

SPARK OF HOPE (SOH) PROJECT ABSTRACT SUMMARY

Spark of Hope is a pilot program aimed at enhancing training and referral initiatives for emergencies related to opioids, other substances, and co-occurring mental health conditions in rural Clark County, Nevada.  Located near Las Vegas, the program integrates efforts from firefighters, police, healthcare providers, and educators.

The Moapa Valley Fire Protection District has secured grant funding from SAMHSA to promote community engagement and EMT training as part of a Fire Adapted Community Program.  This initiative focuses on Moapa Valley, which is underserved in terms of medical care, and aims to demonstrate its effectiveness.  The data collected will be shared with the wider Clark County area for future initiatives.

This agenda item requests approval and ratification due to the timeframe between the grant announcement and submission due date, the grant application was submitted to SAMSHA on 03/30/2024, prior to Board approval. The two year grant totaling $313,133 will be used to train new Emergency Medical Technicians, purchase a state of the art training mannequin and virtual reality training system, purchase a new Cardiac Monitor/Defibrillator, and purchase community access opioid testing strips and Naloxone units.

Staff recommends the Board ratify the submission of the attached grant application and accept funds awarded.
