BACKGROUND: 

At the August 6, 2024, Board of County Commissioners meeting, Commissioner Naft brought forward a discussion item to amend County code to mitigate illegal breeding in Clark County.  At the September 3, 2024, meeting, the Board directed staff to introduce an ordinance to amend Title 10.

The purpose of the amendment is to bring Title 1 current with legislative updates and clarify the lien process related to administrative citations and to update Title 10 to provide enforcement tools to use to combat illegal breeding and reduce overcrowding in shelters while also addressing mandatory microchipping requirements.  Title 10 changes also address issues related to: trapping, owner responsibility for animal attacks, animal welfare notification, animal abandonment, and to create an animal handler training program for pet service providers.

On January 21, 2025, the Board accepted and approved the Business Impact Statement in accordance with NRS 237.090.

The amended ordinance was introduced at the January 21, 2025, Board of County Commissioners meeting, and a public hearing was set for February 4, 2025, at 10:00 a.m.
