BACKGROUND:
Clark County Social Service (CCSS) Community Resources Management received $707,992 in FY 2023/2024 Emergency Solutions Grant (ESG) funds. Local nonprofit agencies completed an application for funding detailing information related to proposed projects, budgets, and information concerning their nonprofit status and agency management. The Community Development Advisory Committee (CDAC) and Southern Nevada Homelessness Continuum of Care Evaluation Work Group reviewed all applications. This group recommended projects that would most closely support our community's initiative to end homelessness needs and made allocation recommendations accordingly.
On March 21, 2023, the Board of County Commissioners approved the recommended allocation of Emergency Solutions Grant funds. $424,795 was designated for Emergency Shelter and $218,098 was designated for rapid rehousing.
In December 2024, Lutheran Social Services of Nevada advised CCSS of their inability to spend the full amount of their $60,339 award by the December 30, 2024, resolution end date and requested additional time to expend the $48,388.22 remainder of their award. The amendment is being recommended for extension through June 30, 2025.
Following the adoption of this extension, County staff will prepare the required grant amendments per Nevada Revised Statutes 244.1505, which will then be sent to the County Manager or his designee for approval in advance of the implementation of the approved projects.
