BACKGROUND: 

Clark County (County) owns the real property and improvements located on 200 Lewis Avenue, Las Vegas, Nevada 89101 (Assessor Parcel Number 139-34-210-082) commonly known as the Regional Justice Center (RJC). The RJC includes a public parking lot containing pay parking meters on Assessor Parcel Numbers 139-34-311-156 and 139-34-311-157 (Parking Lot).

On September 18, 2019, the County entered into an Interlocal Agreement with the City of Las Vegas (CLV) for the lease and operation of the Parking Lot (Lease). The Lease permits CLV to provide operation, maintenance and enforcement services including the collection of parking meter revenue, the maintenance of parking meters, the
issuances of parking violation citations, and the collection of citation proceeds which expired June 30, 2024.

The terms of this Interlocal Agreement will be for five (5) years retroactively commencing on July 1, 2024, and terminating on June 30, 2029, with five (5) additional one (1) year automatic extensions.  CLV shall pay as rent one hundred percent (100%) of Parking Meter revenue, including credit card payments, mobile payments and coin payments actually collected by CLV less their expenses. CLV shall also pay County fifty percent (50%) of all proceeds of meter citation fines actually collected by CLV.

The District Attorney has reviewed and approved Lease as to form and CLV has accepted the terms and conditions contained in the Lease. This Lease is scheduled to be on the City Council's March 19, 2025 meeting.
