Description:

New Beginnings Permanent Supportive Housing

Additional Comments:

Fair Market Rents (FMR) have increased by approximately 15% annually from FY22 to FY25 across metropolitan areas. To reflect the expected change from the FY25 FMR used in the application to the FY26 FMR HUD will use to award funds, we increased the requested amount by 15%. Award amounts are expected to vary annually based on the current FMR at the time of funding, not the FMR from the application year.

 

BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners (BCC) approve submission of the New Beginnings (NB) renewal grant application to the U.S. Department of Housing and Urban Development (HUD) for $2,448,580 to provide permanent supportive housing (PSH) from July 1, 2026, through June 30, 2027, for at least 126 chronically homeless households. This renewal project, originally awarded in 2007, consistently meets performance goals and combines rental assistance with in-kind matching services from HELP of Southern Nevada to deliver intensive case management and support services. CCSS seeks authorization for the County Manager, or designee, to sign all related documents, accept awarded funds, and continue one Part Time Hourly Management Assistant position for quality assurance, contingent on grant approval. The grant reflects a 15% increase over the current $2,129,200 award due to rising Fair Market Rents and is eligible for annual renewal through the local Southern Nevada Homelessness Continuum of Care (CoC) process. This item has been approved as to form by the District Attorney’s Office and seeks permission to submit the NB renewal application.
