Approve and authorize Clark County Social Service's submission of the Stability, Tenancy, Access, Restore Permanent Supportive Housing (STAR PSH) renewal grant application to the U.S. Department of Housing and Urban Development (HUD), in the amount of $1,565,420 for the period of December 1, 2026 through November 30, 2027, to provide permanent supportive housing and critical supportive services to households experiencing chronic homelessness; authorize the County Manager, or his designee, to sign all related documents and accept any grant funds awarded; authorize the continuation of four (4) limited-perm Family Services Specialists (C28), one (1) limited-perm Youth and Adult Intervention Specialist (C29), one (1) limited-perm Family Services Assistant (C22), one (1) limited-perm Social Work Supervisor (C30), two (2) Part Time Hourly Management Assistants, and one (1) limited-perm Financial Office Specialist (C23) or equivalent positions, contingent on grant award from HUD for the period the grant funds are available; or take other action as appropriate. Fair Market Rents (FMR) have increased by about 15% annually from FY22 to FY25 across metropolitan areas. To account for this trend, we increased the requested award amount by 15% in anticipation of the FY26 FMR HUD will use for funding decisions. Since FMR fluctuates yearly, award amounts will reflect the current rates at the time of funding rather than the application year. |
BACKGROUND:
Clark County Social Service (CCSS) requests that the Board of County Commissioners (BCC) approve and authorize submission of the Stability, Tenancy, Access, Restore Permanent Supportive Housing (STAR PSH) renewal grant application to the U.S. Department of Housing and Urban Development (HUD) for $1,565,420 to provide permanent supportive housing from December 1, 2026, through November 30, 2027, for at least 67 chronically homeless households. The request includes authorization for the County Manager or designee to sign all related documents, accept awarded funds, and continue limited-perm and part-time positions contingent on grant approval. Originally awarded in 2017, STAR PSH will be submitted in response to the 2024-2025 Notice of Funding Availability for the Southern Nevada Homelessness Continuum of Care (CoC), with the local application process expected to begin in June 2025. The grant amount reflects a 15% increase to account for rising Fair Market Rents (FMR), includes a 25% match ($391,355), and totals $1,956,775. This item has been approved as to form by the District Attorney’s Office and seeks permission to submit the application.
