Fair Market Rents (FMR) have increased by approximately 15% annually from FY22 to FY25. Therefore, we have adjusted the requested award amount by 15% to account for the anticipated FY26 FMR used by HUD to determine funding. As FMR fluctuates, we expect the award amount to vary each year. |
BACKGROUND:
Clark County Social Service (CCSS) requests the Board of County Commissioners (BCC) approve and authorize submission of the Stability, Tenancy, Access, Restore Rapid Rehousing (STAR RRH) renewal grant application to the U.S. Department of Housing and Urban Development (HUD) for $2,456,575 to provide rapid rehousing services from December 1, 2026, through November 30, 2027. The request includes authorization for the County Manager or designee to sign related documents, accept awarded funds, and continue staffing contingent upon grant approval. Originally awarded in 2021, STAR RRH is a renewal project that offers housing and supportive services for at least 87 households experiencing literal homelessness and will be submitted in response to the 2024-2025 Notice of Funding Availability for the Southern Nevada Homelessness Continuum of Care (CoC). The requested funding reflects a 15% increase to the current award, includes a required 25% match ($614,144), and totals $3,070,719 for the project. This agenda item seeks permission to submit the application, which has been approved as to form by the District Attorney’s Office.
