BACKGROUND: 

The State of Nevada, Department of Business and Industry, Nevada Housing Division (NBD) is the administering agency for the Low-Income Housing Trust Fund (Trust Fund) established in 1989 to fund low-income housing activities. Clark County Social Service (CCSS) has received funding for the Welfare Set-Aside Program (WSAP) since 1994. One of the Trust Fund's major project areas is for welfare activities. WSAP provides housing related assistance to eligible individuals whose income is at or below the federally designated poverty level.

While CCSS has not received notification of the 2025 WSAP allocation at this time it is anticipated not to exceed $750,000 for fiscal year 2025 based on the 2024 award. The final amount of this allocation is unknown at the time of this submission. 

This agenda item requests permission to submit the application for the WSAP allocation. WSAP funding will allow CCSS to disperse funds to eligible households under the WSAP criteria.
