BACKGROUND:
The Regional Transportation Commission of Southern Nevada (RTC) has approved the Starr Avenue between Las Vegas Boulevard and Bermuda Road project on its annual Capital Improvement Program from its Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2025.
Interlocal Contract No. 3207 provides funds for construction of the subject project. The project consists of roadway improvements along Starr Avenue between Las Vegas Boulevard and Bermuda Road, and Gilespie Street between Silverado Ranch Boulevard and Pebble Road. The work to be performed along Starr Avenue between Las Vegas Boulevard and Bermuda Road includes roadway construction, pavement rehabilitation, curb, gutter, sidewalk, traffic signage and striping, intelligent transportation systems (ITS) infrastructure, utility adjustment and relocation, traffic signal modifications, street lighting, and storm drain facilities. The work on Gilespie Street includes roadway construction, curb, gutter, sidewalk, barrier rail, and street lighting from 450 feet south of Richmar Avenue to Richmar Avenue, as well as traffic signage modifications and pavement striping from Silverado Ranch Boulevard to Pebble Road. The design of the Starr Avenue improvements was funded by Regional Transportation Commission of Southern Nevada Project 245A. The design of the improvements on Gilespie Street was funded by Clark County Public Works. The design is at least 90 percent complete, all necessary right-of-way to construct the project has been obtained, and Clark County is ready to advertise the project for construction. The time of performance is effective until June 30, 2030, unless time extensions are granted.
RTC has prepared Interlocal Contract No. 3207 for the Board's consideration. RTC approved the interlocal contract at its meeting on April 10, 2025.
The District Attorney's Office has reviewed and approved the interlocal contract as to form.
