BACKGROUND:
On September 26, 2024, Request for Qualification (RFQ) No. 607247-24 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for qualified firms to provide Ryan White HIV/AIDS Program Services Part A and Ending the HIV Epidemic Services.
Submittals were received from the following firms:

Dignity Health dba St. Rose Dominican Hospital (NBE)
Gay and Lesbian Community Center of Southern Nevada, Inc. (NBE)

An Ad-Hoc Committee comprised of 7 individuals from Clark County Social Service Department and Nevada Office of HIV reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in the order found in the attached Ranking Summary for Conceptual Treatment of Project Work Plan Categories.
The Ad-Hoc Committee recommends that the Providers listed in the Ranking Summary attachment were the best qualified firm to be selected for the project.
Contracts and Interlocal Agreements were negotiated for all selected providers.
The following are the pertinent provisions of the Contracts or Interlocal Agreements:
• The term of the Contracts or Interlocal Agreements are from date of award through February 28, 2026 and includes the option to renew for 2, one-year periods and includes a 3-month extension.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contracts or Agreements with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through RFQ process.
All recommended firms have Clark County Business License, or the Business License Department has determined that Clark County Business License is not required for this effort.
