BACKGROUND: 

In July 1986, the Board of County Commissioners created the Emergency Management Advisory Committee.  Subsequently, in October 1992, the Emergency Management Advisory Committee was combined with the Local Emergency Planning Committee (LEPC). 

Under Clark County LEPC bylaws, the Board has the authority to designate the Chair and Vice-Chair of the Clark County LEPC.

The Office of Emergency Management provides administrative and coordination support to the LEPC.  Additionally, it administers the grant programs that support LEPC projects and oversees completion of these projects. 

With the promotion of Billy Samuels as the Clark County Fire Chief, it is recommended that the Board designate Deputy Fire Chief Brian O'Neal as the new Chair of the Local Emergency Planning Committee. 

The vice-chair position was held by Diana Clarkson, who accepted a new position from other agency thus creating a vacancy.  With the vacancy, it is recommended that the Board designate Ana Chavez as the new Vice-Chair of the Local Emergency Planning Committee.

The assignments are consistent with practice in other Nevada counties.
