BACKGROUND: 

The scope of this agreement with Kaplan Kirsch LLP (Company) is to provide legal advisory consulting services for the oversight of the SNSA project. The legal services to be provided include, but are not limited to, project planning support, oversight for the preparation of the Environmental Impact Statement, and guidance on issues related to the federal processes and approvals for the SNSA project.

Company has the experience, expertise, qualified personnel, and vital resources to accomplish these professional services. The company's attorneys have longstanding institutional knowledge of the Clark County Airport System and significant experience related to federal environmental regulations, transportation facilities, and project development.

This Second Amendment will add four additional one-year renewal options. The cost of each renewal option, if exercised, shall not exceed $1,250,000.00 annually.

In accordance with NRS 332.115(1)(b), the services to be performed are professional in nature and therefore exempt from competitive bidding requirements. This amendment has been reviewed and approved as to form by the District Attorney's Office. Company currently holds a Clark County Business License.
