BACKGROUND: 

On April 27, 2022, the Board of County Commissioners (Board) approved an award authorizing $1,336,259 from American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (CFDA #21.027) to VMSN INC. for their Health Care Safety Net program.  This program provides essential healthcare services to low-income resident who don’t qualify for Medicaid or Medicare, focusing on those in medically underserved areas. 

On September 6, 2023, pursuant to the First Amendment, the grant award was extended to June 30, 2024.

On May 23, 2024, pursuant to the Second Amendment, the grant award was extended to September 30, 2024.

Due to the federal time constraints under ARPA, staff is recommending reallocating the remainder of this award from ARPA Fiscal Recovery funds to the Clark County Recovery Funds program.  The remaining grant award will be funded from non-federal Clark County Recovery Funds.

The following are the pertinent provisions for the Agreement:
