BACKGROUND: 

NRS 401.050, Subsection 2 provides as follows:

The Boards of County Commissioners of the several counties in which human remains are buried or interred, as provided in subsection 1, are authorized to grant and to issue written permits for the disinterment and removal of any such human remains referred to in subsection 1, whenever in their judgment the public health will not be endangered by such disinterment and removal; but no such permit shall be granted or issued under any circumstances or at any time where the person or persons buried or interred have died from or with any contagious or loathsome disease.

On April 14, 2025, Jane R. Kusel submitted a request, through Funeral Director Aaron Forgey of Care Cremation & Burial, to disinter and relocate the remains of her husband Donald Robert Kusel. Mr. Kusel died on April 7, 2013, in Las Vegas, NV. Disinterment will occur at Woodlawn Cemetery, 1500 Las Vegas Boulevard, Las Vegas, NV 89101. The remains will be reinterred El Camino Memorial Park, 5600 Carroll Canyon Rd., San Diego, CA 92121. Mr. Kusel's death certificate indicates that he did not die from any contagious or loathsome disease.

Staff recommend that the Board of County Commissioners approve and authorize the Chair to sign the Permit for Disinterment of Human Remains of Donald Robert Kusel as allowed under NRS 451.050, Subsection 2.
