BACKGROUND: 

In response to the unprecedented crisis in housing affordability and availability in Southern Nevada, the Board of County Commissioners (Board) has taken significant steps to subsidize and incentivize the development of low- to moderate-income housing through the Welcome Home programs.  Currently, Clark County has over 450 acres of Bureau of Land Management (BLM) land reserved for affordable housing development pursuant to the Southern Nevada Public Lands Management Act (SNPLMA). 

This item is to authorize the Community Housing Administrator to submit a Nomination application to the BLM for the sale of a portion of APN# 163-17-801-004 for the development of affordable housing, pursuant to Section 7(b) of SNPLMA.  BLM parcels nominated through this process are currently sold for $100/acre.  This 10-acre portion of APN# 163-17-801-004 is located at the northwest corner of Flamingo Road and South Riley Street.  At the present zoning, the project would yield approximately 320 new multi-family rental housing units for affordable housing.

Concurrent with the submission of the BLM Nomination, the Community Housing Office will release an application for a developer of the site.  Selection and approval of the developer of the site will be requested from the Board at a subsequent meeting.
