BACKGROUND:
As the lead agency for the Clark County "Urban County" HOME Consortium, Clark County administers federal HOME funds from HUD, and the Account for Affordable Housing Trust Fund (AAHTF) monies from the State of Nevada. The Board of County Commissioners (BCC) has final authority over the allocation of these monies, subject to Clark County meeting federal requirements. On April 1, 2025, the Board of County Commissioners (BCC) approved the recommendations for the 2025-2026 HOME/AAHTF funds including the reservation of allowed administrative funds, an off cycle set aside for Community Housing Development Organization (CHDO) projects and projects on County land, and the award of funds to five affordable housing developments. Subsequently, due to a previously awarded HOME project not moving forward and the need to meet HUD's requirement to provide 15% of the 2025-2026 HOME funds to CHDOs, staff is recommending that the proposed Ogden Pines project by Nevada HAND be funded at $1,000,000.
The Ogden Pines project has completed an application and meets all County and HUD HOME requirements, including CHDO requirements. Ogden Pines is a new construction affordable rental community serving households from 30% - 50% of Area Median Income (AMI). The development will provide 6 studios, 39 one-bedrooms, and 6 two-bedrooms units for a total of 51 units. The project is located on the corner of North Maryland Parkway and East Ogden Avenue in the City of Las Vegas.
