BACKGROUND:
The purpose of the FY 2025-2029 HUD Consolidated Plan is to provide current information on housing and community development needs at the local level, along with an estimate of housing needs and related issues, and an identification of housing and community development policies to address existing and future challenges. The completion of a HUD Consolidated Plan by Clark County is required in order to receive the County's HUD entitlement funding, including the Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG), and the HOME Investment Partnerships Program (HOME) grant. These grant funds in total are projected to be approximately $66,157,605 over the next five years.
Additionally, an annual Action Plan is required to detail specific projects for each year within this period. The FY2025 Action Plan describes the funding allocations for the Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG), the HOME Investment Partnerships Program (HOME), and the Nevada Account for Affordable Housing Trust Fund (AAHTF).
The Consolidated Plan incorporates the submission of the 2025 Annual Action Plan, as well as the 2025 Regional Fair Housing and Equity Assessment and the 2024 Citizen Participation Plan.
Prior to its submittal to HUD on May 20, 2025, the Consolidated Plan and Action Plan will be revised to incorporate any public comments as well as any required technical corrections.
