BACKGROUND:
On November 4, 2024 Request for Quote (RFQ) No. 607348-24 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested from qualified firms to provide Mentoring & Case Management.
Submittals were received firm the following firms: Evaluating to New Heights LLC (NBE), Empowering 2 Excel LLC (NBE), Family Flow Strategies, LLC (NBE), F.A.S.T.T. Inc. (NBE), Hard Knox Rehabilitation and Mentoring Services (RAMS) Corp. (NBE), Future Builders of America dba Innovative Health and Wellness (NBE), Iron Sharpens Iron Mentoring, Inc. (NBE), JusticeWorks NV, LLC*(NBE), KPW Community Services (NBE), Moms Community Development Corporation dba LDea Wellness Center (NBE), Our Precious Daughters Inc. dba iRise Foundation (NBE), Rescue the Children dba Rescue the Children Foundation (NBE), Shining Star Community Services, LLC dba Shining Star (NBE), Solutions of Change (NBE), Specialized Alternatives for Families and Youth of Nevada, Inc (NBE), Summit Community Services LLC dba Summit Mental Health (NBE), There is No Hero in Heroin Foundation Inc (NBE), T.U.L.I.P.S. An Ad-Hoc Committee comprised of 3 individuals from Clark County Juvenile Justice Services reviewed and evaluated the submittal. After the evaluation, the Ad-Hoc Committee ranked the first in the following order: Hard Knox Rehabilitation and Mentoring Services (RAMS) Corp., Shining Star Community Services, LLC dba Shining Star, Youth Advocate Programs (YAP), Inc., Iron Sharpens Iron Mentoring, Inc., JusticeWorks NV, LLC*, Specialized Alternatives for Families and Youth of Nevada, Inc., F.A.S.T.T. Inc., Solutions of Change and Vegas Don Enterprises LLC. dba Hip Hop Entrepreneurship Program.
*JusticeWorks NV, LLC withdrew their submission because they were unable to agree to the County's fixed rate.
The selected firms will provide Mentoring & Case Management.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2026 and includes the option to renew for four (4), one-year periods.
• Includes the option to increase the award amount up to 3% for possible price increase for renewal terms.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFQ process.
Hard Knox Rehabilitation and Mentoring Services (RAMS) Corp., Shining Star Community Services, LLC dba Shining Star, Solutions of Change, Specialized Alternatives for Families and Youth of Nevada, Inc., Youth Advocate Programs (YAP), Inc. currently hold Clark County Business Licenses. F.A.S.T.T. Inc. currently holds a Clark County Vendor Registration. The Business License Department has determined that a Clark County Business License is not required for Iron Sharpens Iron Mentoring, Inc. and Vegas Don Enterprises LLC dba Hip Hop Entrepreneurship for this effort.
