BACKGROUND:
On October 16, 2024, Request for Qualification (RFQ) No. 607291-24 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested from qualified firms to provide Outpatient Substance Abuse Counseling and Outpatient Mental Health Counseling.
Submittals were received from the following firms: Apple Grove Treatment Center, LLC dba Apple Grove Foster Care Agency (NBE), Aspire Mental Health LLC (NBE), Bryant Community Outreach LLC (NBE), Community Counseling Center (NBE), Compassionate Hearts Services LLC (NBE), CORE Mental Health Services dba CORE Drug and Alcohol Treatment Services (NBE), Diversity Counseling of Nevada dba Joanne Culver (NBE), Eagle Quest Inc (NBE), F.A.S.T.T. Inc. (NBE), Fuente De Vida Mental Health Services (NBE), National Youth Advocate Programs, Inc. (NBE), Next Step (NBE), Red Rock Psychological Health (NBE), Shining Star Community Services dba Shining Star (NBE), There is No Hero in Heroin Foundation Inc(NBE) and Vegas Stronger (NBE).
An Ad-Hoc Committee comprised of three (3) individuals from Clark County Juvenile Justice Services reviewed and evaluated the submittal. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: Community Counseling Center, Shining Star Community Services dba Shining Star, Eagle Quest Inc, Vegas Stronger, Aspire Mental Health LLC, Red Rock Psychological Health, Apple Grove Treatment Center, LLC dba Apple Grove Foster Care Agency, CORE Mental Health Services dba CORE Drug and Alcohol Treatment Services, F.A.S.T.T Inc., There is No Hero in Heroin Foundation Inc, and National Youth Advocate Program, Inc.
The selected firms will provide Outpatient Substance Abuse Counseling and Outpatient Mental Health Counseling.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2026 and includes the option to renew for four (4), one-year periods.
• Includes the option to increase the award amount up to 3% for possible price increase for renewal terms.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFQ process.
Apple Grove Treatment Center, LLC dba Apple Grove Foster Care Agency, Aspire Mental Health LLC, Community Counseling Center, CORE Mental Health Services dba CORE Drug and Alcohol Treatment Services, Eagle Quest Inc, F.A.S.T.T. Inc., National Youth Advocate Programs, Inc., Red Rock Psychological Health, Shining Star Community Services dba Shining Star, There is No Hero in Heroin Foundation Inc and Vegas Stronger currently hold Clark County Business Licenses.
