BACKGROUND: 

Safekey is a before and after school recreation program for elementary and middle school aged children. The Parks and Recreation Department currently operates Safekey at 87 school sites throughout Clark County. Approximately 3,600 children are registered to participate in Safekey each school day. An estimated 528,000 snacks will be served during the Safekey program throughout the 2025 - 2026 school year. Of these, approximately 35,220 of the snacks will be served under this agreement.

This school year’s agreement allows the Department of Parks and Recreation to contract with CCSD for the period beginning July 1, 2025, and ending on June 30, 2026, to provide a snack and/or milk for each child participating in Safekey at (3) three school sites this year. Costs will be recovered through the Safekey program fees. These (3) three schools are listed on the last page of this agreement.  Currently, the fee is cost plus 10% per snack based on the snack being served. This agreement does stipulate that CCSD retains the right to negotiate menu items or the price of snacks if costs escalate.

The remaining 84 Safekey program sites will receive snacks at no cost to the County through an agreement with Three Square & Clark County Food Service, which will recover their costs through a grant from the State of Nevada.
