BACKGROUND: 

The Flamingo Water Resource Center (FWRC) currently utilizes four (4) Dissolved Air Flotation Thickeners (DAFTs) to thicken secondary sludge and scum. Project 18003, FWRC Expansion Master Plan, determined that the FWRC must achieve a hydraulic treatment capacity of 150 million gallons per day (MGD) by 2025. To meet this requirement, constructing a fifth DAFT at the FWRC is necessary.

Project 19011 will construct one (1) new DAFT (DAFT 5) with a 60-foot overall diameter and a 12-foot side water depth and the construction of two (2) new polymer storage areas, positioned north of Sludge Thickening Buildings (STBs) 1 and 2, respectively. A new dissolved air recycle system will be installed for DAFT 5, along with three (3) new polymer activation and injection systems serving DAFTs 3, 4, and 5. The existing polymer systems for DAFTs 1 and 2 will be replaced. The Project will also construct new centrate piping to route centrate from the East Campus Solids Dewatering Building to DAFT 5.

A request for bids was published on March 4, 2025, in the Las Vegas Review-Journal and was posted on the District's website. Bids were received and publicly opened on April 24, 2025, at 2:00 PM. Three (3) bids were received:

Staff recommends the Board approve the selection of, and authorize the General Manager to sign a contract with, Sletten Construction of Nevada, Inc. as the lowest responsive and responsible bidder. Sletten Construction of Nevada, Inc. holds a Clark County business license.
