BACKGROUND: 

This Contract will allow Intellisoft, Inc. (Company) to provide a new IDMS for the Department of Aviation (DOA). This critical system generates security badges for all airport employees, vendors, and contractors, ensuring compliance with federal mandates for background clearances while integrating with the physical access control system to restrict unauthorized access to secure areas.

The current IDMS has been in place since 2002. This system has reached its maximum capacity for updates, upgrades, and modification of software. The DOA entered into negotiations with Company in April 2025.  This Contract is a result of those negotiations. The initial term of the Contract is from the date of award through one year from Production Deployment with the option to renew annual service and support for five one-year periods.

In accordance with NRS 332.115(1)(b), (h) and (i), this Contract is not adapted to award by competitive solicitation as it is for services which are professional in nature, software for computers, and maintenance and support for software for computers.

The Contract has been reviewed and approved as to form by the District Attorney's Office. Company will obtain a Vendor Registration, prior to commencing services, as required by the Clark County Business License Department.
