BACKGROUND:
The Consolidated Plan is a requirement to receive HUD grant funding amounting to approximately $66,806,028 over the next five years.
The purpose of the FY 2025-2029 HUD Consolidated Plan is to provide current information on housing and community development at the local level, estimate housing needs, identify relevant issues, and outline housing and community development policies to address existing and future problems. Additionally, an annual Action Plan is required to detail specific projects for each year within this period. The Consolidated Plan also incorporates the submission of the 2025 Regional Fair Housing and Equity Assessment and the 2024 Citizen Participation Plan.
The FY2025 Action Plan describes the funding allocations, by jurisdiction, for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Nevada Account for Affordable Housing Trust Fund (AAHTF). Before submission to HUD on July 1, 2025, the Consolidated Plan and Action Plan were reviewed, and technical corrections were made for accuracy. All comments were incorporated into the final documents, with no significant changes to the draft presented to the Board on May 6. HUD is expected to approve the planning documents by the end of August.
The Board of County Commissioners previously held a public hearing concerning the Consolidated Plan and Action Plan on May 6, 2025, in order to receive input from the public on the content and strategies outlined for the five-year period. The plan was available for more than 30 days from April 2, 2025, through May 6, 2025, for public comment and was widely available.
The District Attorney's Office has reviewed and approved this item as to form.
