BACKGROUND: 

On April 8, 2021, The Clark County HOME Consortium, which consists of unincorporated Clark County and the City of North Las Vegas, received notice that $14,773,850 had been allocated through the U.S. Department of Housing and Urban Development HOME-American Rescue Plan (HOME-ARP) program. Pursuant to the federal allocation formula for these funds, $2,314,395 were designated to benefit the residents of City of North Las Vegas.

On March 19, 2024, the Board approved the award of $7,475,673 in HOME-ARP funds to Tropicana Trails, LLC for the development of 50 units of housing for HUD Qualifying Populations and $3,114,864 in HOME-ARP supportive services funds for the provision of services to HUD Qualifying Populations residing at that project, totaling $10,590,537 in allocated funds.  Staff recommends the approval of an additional $1,967,236 in HOME-ARP funds to Tropicana Trails, LLC, from the funds allocated to be used to benefit residents of the City of North Las Vegas.  Awarding these funds to the Tropicana Trails project will ensure that residents from the City of North Las Vegas will receive a benefit from these funds -- there are very few units of this type available in Southern Nevada and the development will house individuals from throughout Clark County, including from the City of North Las Vegas.  The funding award includes $1,388,637 for development, and $578,599 for services, and will ensure that sufficient funds are in place for the successful development and provision of services at the project.  $347,159 of the HOME-ARP funding allocated to North Las Vegas shall be retained by the County for administration of the funds.

Tropicana Trails LLC is a planned 50-unit permanent supportive housing development that will serve qualifying populations (QPs). These QPs include: 1. Homeless; 2. At-risk of homelessness; 3. Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; 4. Other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and 5. Veterans and families that include a veteran family member that meet one of the preceding criteria, throughout the Las Vegas Valley.  The project developer, George Gekakis, Inc., has partnered with HELP of Southern Nevada to staff and provide wraparound services and case management to the future residents of Tropicana Trails.  The development is located at Tropicana Blvd. and Boulder Highway.

Pursuant to BCC approval, staff will draft the HOME-ARP funding agreement and any associated documents and submit those for signatures to the County Manager or his designee. Further, Clark County will be responsible for monitoring the funded project to ensure that the units contained therein remain affordable and ensure compliance with the requirements of the HOME-ARP Program.
