BACKGROUND: 

In the formal after-action report of the October 1, 2017, mass casualty incident, one of the primary findings was the need for a unified and efficient system to manage data on victims during large-scale emergencies.  In response, Clark County, through the Office of Emergency Management & Homeland Security in partnership with Clark County Information Technology and collaborating agencies, has developed the Mass Casualty Impacted Person Database.

The database provides a centralized, secure, and HIPAA-compliant platform designed to streamline data collection, improve interagency coordination, and enhance situational awareness for both response and long-term recovery operations.  By modernizing what was previously a manual, fragmented process, this system ensures responders - whether on scene, in hospitals, in emergency centers, or assisting families - are operating with the same real-time, accurate information.

Pursuant to Assembly Bill 50 (2025), counties are authorized to establish such databases, with legal protections for confidentiality, security, and liability.  Adoption of this resolution formally designates the County's system as the AB50 database, thereby 1) triggering the statutory reporting obligations of hospitals and independent emergency medical centers; 2) ensuring compliance with state and federal privacy requirements; and 3) providing immunity from civil liability to the County and its employees for good-faith operation of the system.

This action positions Clark County to respond more effectively during a declared mass casualty incident and to support victims and families during long term recovery.
