BACKGROUND:
On February 4, 2026, Request for Proposal (RFP) No. 607835-25 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested for the Enterprise Resource Planning (ERP) System.
Proposals were received from the following firms: Accenture LLP (OBE), Chetu, Inc. (OBE), CGI Technologies and Solutions Inc (OBE), Deloitte Consulting LLP (NBE), FSH Tech (WBE), Highstreet IT Solutions (OBE), Hiten Software Solutions LLC (SBE), IBM (OBE), Infor (OBE), Nagarro GS, Inc (LBE), Phoenix Business Consulting (OBE), and RSM US LLP (OBE). The proposal received from FSH Tech was not evaluated due to failing to include the mandatory documents requested in the RFP. The proposal received from Chetu, Inc. was not evaluated because it was withdrawn by the vendor.
An Evaluation Committee comprised of 41 individuals from Clark County, Department of Aviation (DOA), Las Vegas Metropolitan Police Department (LVMPD), Regional Flood Control District, and University Medical Center (UMC) reviewed and evaluated the proposals. After the evaluation, the Evaluation Committee ranked the firms in the following order: Accenture LLP, Deloitte Consulting LLP, Infor, Hiten Software Solutions LLC, Highstreet IT Solutions, Nagarro GS, Inc, CGI Technologies and Solutions Inc, IBM, Phoenix Business Consulting, and RSM US LLP.
Subsequent to the evaluation of the written proposals, two (2) were selected for oral presentations. After the oral presentations, the Evaluation Committee ranked these short-listed firms in the following order: Deloitte Consulting LLP, and Accenture LLP.
The Evaluation Committee recommends the selection of Deloitte Consulting LLP.
The selected firm will provide the purchase of the Oracle ERP system and onsite implementation.
If negotiations produce a satisfactory contract, the contract will be presented to the Board of County Commissioners for approval. Should negotiations fail to produce a contract with the selected firm, this approval allows staff to negotiate with the next highest ranked firm from the oral presentation short list.
In accordance with NRS 332.115.1 (b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.
The selected firm will be required to have a valid Clark County Business License.
