Agenda note: DISCUSSION: Following introduction of the item, Chief Financial Officer Jessica Colvin introduced the Clark County Water Reclamation District (CCWRD) General Manager Thomas Minwegen who made a brief presentation to the Board regarding the extension of three proprietary fund positions, and stated that the positions included a Mechanical Maintenance Technician III that would support lift stations within the collection system, a Senior Systems Programmer for the CCWRD Information Technology (IT) group, and a Construction Compliance Officer that would support the District’s Capital Improvement Program projects.

BACKGROUND: 

Three (3) new positions have been identified that are deemed critical to the Clark County Water Reclamation District operations.  The positions and classifications are listed as follows:

WRD Mechanical Technician III (C28)

Senior Systems Programmer (C31)
                                                                                                         1 Permanent
Construction Compliance Officer (C28)
                                                                                                         1 Permanent

The WRD Mechanical Technician III is required to address the increasing number of maintenance and repair work orders associated with the District's 24 wastewater pumping Lift Stations throughout the collection system.  Reliable Lift Station operation is critical to convey wastewater from the community’s collection system to the wastewater treatment facilities.

The Senior Systems Programmer position is necessary to support the District’s host of Oracle ERP system programs, applications, and the information technology infrastructure, system programmers, and technical staff.

The Construction Compliance Officer will be responsible for investigating and responding to formal complaints, and suspected violations, and conducting general audits of the District’s Capital Improvement Program projects to ensure compliance with state prevailing wage laws, rules, or regulations.

The Board is being asked to authorize the creation of these three positions.  Recruitment for these positions will commence upon Board approval.
